Weekday evenings and Saturdays, usually within 2 to 3 days. The first hour is $95, then $45 per half hour, and I ask before going past the first hour.

Can you help my parents if I don't live nearby?

Yes. You can book and pay for a visit to their home, and you can join by phone during it. For software problems, remote help works too, at $65 an hour.

Do I have to meet you in person for a website?

No. The website interview is a 30-minute conversation, and you send the photos you already have. Everything else happens through your private project page and a preview link.
